A Novato man with three previous drunken driving arrests was arrested for a fourth time early this morning in Petaluma, police said. Officers found Phuoc Dang, 58, about 2:45 a.m. standing next to his car and looking at its shredded front tire, at a gas station in the 5100 block of Old Redwood Highway, Petaluma police said.
