The city of Elgin is located forty miles northwest of Chicago along the Fox River. In 1835 Hezekiah and brother James T. Gifford established the city and named it after the old Scottish hymn titled "The Song of Elgin." Elgin was known for their dairy industry, which sold butter and other dairy products to nearby Chicago. When the Elgin Watch Company was founded, the dairy industry waned, and the new watch factory became the largest producer of fine watches in the nation.

Seventeen people applied to fill a vacancy on the District U46 School Board, but only 10 of the applicants were granted interviews by the school board, records show.
