School Board backs one-time bonuses

Bonuses are in order for Pulaski County Special School District's 2,015 full- and part-time employees, the district's School Board members generally agreed Tuesday night, but determining the amount remains a work in progress. Pam Fitzgiven and Emry Chesterfield, leaders of the district's Personnel Policies Committees for certified and support-service employee groups, asked the board to approve one-time awards of $2,500 per employee.

Settlement in lawsuit over Arkansas bounced checks

A central Arkansas city and a local judge agreed Tuesday to change the way they handle suspects charged with writing bad checks to address accusations they were effectively operating a debtors' prison that imposed hefty fines and jail time for thousands of poor residents. The proposed settlement was filed in federal court in a lawsuit against the city of Sherwood and District Court Judge Milas "Butch" Hale III.

People in parts of 2 central Arkansas cities to vote on old alcohol ban

The cities of Jacksonville and Sherwood -- which want to expand economic development opportunities-- have jointly campaigned to overturn an alcohol ban from about 60 years ago during a special election scheduled for today. Eligible people will be asked to vote for or against the sale of alcoholic beverages and on-premises consumption within the defunct Gray Township voting district that overlaps Sherwood and Jacksonville.

Selling of wine put to judge

Wine drinkers across Arkansas' 40 "wet" counties will be able to buy their favorite wine in grocery stores or convenience stores as early as Thursday, if a federal judge decides today to reject a request from area liquor store proprietors. But if Chief U.S. District Judge Brian Miller sides with the liquor stores and decides to block the state Alcoholic Beverage Control board from issuing permits to grocery retailers until a new state law can be more closely examined, the grocery retailers won't know for months if they can someday expand their offerings beyond small-farm wines.

The Facebook message from the patron of Jerry's Barber Shop -- the Heights fixture at 5815 Kavanaugh Blvd., Little Rock -- was, well, cutting. It said property management made the shop "get rid of their 'porch' benches, took away magazine, Ar Times, Ar Dem Gaz boxes, no waste baskets outside on 'porch,' no smoking on 'porch'... Bail in Italian's slaying is $5,000

Bail for a 23-year-old Little Rock woman accused of setting up an Italian man for a robbery that turned fatal was set at $5,000 Monday after her lawyer described the case against her as so full of holes that "I think a Mack truck could run through this case several times." Defense attorney Tom Devine said the evidence against his client, Fanicqua Blalock, has "major holes."

A federal judge this week dismissed a wrongful-death lawsuit against Little Rock police on the grounds that the statute of limitations had expired, an argument the judge's father, a former federal judge, previously rejected. U.S. District Judge James Moody Jr. granted a summary judgment to dismiss all claims against the defendants in the case of William Collin Spradling, a 25-year-old Sherwood man fatally shot in July 2008.
