The city of Missouri City, despite its name, is located in southeastern Texas. In 1890, two real estate investors, R.M. Cash and L.E. Luckle purchased land along the Buffalot Bayou, Brazos and Colorado Railway. They advertised the land as a "land of genial sunshine and eternal summer" in St. Louis, Missouri. When W.R. McElroy purchased land three years later, he promoted the land in the same way by naming his property Missouri City. The first actual settlers were Texans from Arlington, Dallas and Fort Worth.

On Feb. 15, an unidentified person posing as some kind of photojournalist created a stir in Missouri City as he walked along the sidewalk in front of the police department shooting video of the building, personal cars in the parking lot and the fallen officers memorial in front of the building. He was initially contacted by Officer Lewis Jefferson, who introduced himself and asked who he was and what he was doing.
