Police in Connecticut have arrested a man in connection with the hit-and-run death of a moped rider on a bridge last November. Portland police say 36-year-old Khavar McDonald, of Middletown, surrendered Wednesday and was charged with second-degree manslaughter, leaving the scene of an accident and other offenses.
