About: carol stream, illinois

There is a common misconception that the town was named for a waterway. But in fact, the town is named for founder Jay Stream's daughter. Jay Stream bought the land for a town after becoming frustrating while attempting to build a subdivision in nearby Naperville. His daughter, Carol Stream, was nearly killed in an automobile accident in 1957. Doctors said that her recovery might improve with good news, and so he named the town in her honor. Four months later she awoke from her coma and stated that it "odd and silly" to have a town named after her.

Editorial: Return sales tax-collection overage to local agencies

Eight months ago, the new Illinois budget empowered the state to begin taking 2 percent off the top of the sales taxes it processes and returns to each community and government agency. Through this handling fee, the state expected to amass about $5.3 million a month, or slightly under $64 million a year -- enough to cover the costs the Illinois Department of Revenue says it absorbs by taking in all the sales taxes generated in Illinois each month, then remitting the money back to the cities, counties, agencies and the state.
